Carlyn Cowen

Chief Policy and Public Affairs Officer, Chinese-American Planning Council (CPC)

Carlyn (she/they) is an advocate, activist, and Filipina-American who believes in the power of transformative systemic change to build social, racial, and economic justice. She is currently the Chief Policy and Public Affairs Officer of the Chinese-American Planning Council (CPC), the nation’s largest Asian-American social services organization, where she is responsible for public policy, advocacy, government affairs, and community engagement. She also works at the Reducetarian Foundation, organizing a yearly conference on how to reduce societal animal product consumption, attended by leaders in the environmental, technology, health, sustainability, and food industries.

Most recently, Carlyn served as a Senior Policy Analyst at FPWA, leading campaigns on economic equity issues. Previously, Carlyn worked at the New York City Mayor’s Office of Contract Services, coordinating research and data analysis for over $4 billion in human services contracts. She has managed consulting projects for the United Nations Development Programme (Zambia and Republic of Georgia), Oxfam International and Bloomberg Philanthropies’ What Works Cities.

Carlyn completed her Master’s in Economic and Political Development and Nonprofit Management at Columbia University’s School of International and Public Affairs (SIPA) and holds a double Bachelor’s in International Relations and Philosophy from the University of North Carolina at Chapel Hill.
